First: Unlock the Uber Arbiter Fight

Before you can face Uber Arbiter, you must first unlock access to the Poe 2 trade encounter-this is no casual boss fight, and preparation starts with meeting key prerequisites.

To access Uber Arbiter, you need Calamity Fragments, which replace Crisis Fragments once you allocate 10 points on your Atlas Boss Tree. These fragments are earned by defeating the hardest versions of Citadel bosses (Iron, Copper, and Stone Citadels), a process that acts as a "rite of passage" for endgame players.

Once you have the required Calamity Fragments, head to the Burning Monolith-Uber Arbiter's arena-and offer the fragments to open the fight. Note that Uber Arbiter grants only 2 respawn attempts; failing twice converts the fight to the regular version, forcing you to restart with new fragments.

Build Preparation: Survivability First

Uber Arbiter's mix of physical and fire damage, combined with high armor and 75% resistance across the board, makes survivability non-negotiable. Brute-force damage alone won't win this fight-you need a build that can withstand his one-shot potential while dealing consistent damage.

Uber Arbiter Mechanics: Phase 1 (100%-50% Health)

Flaming Gales: Uber Arbiter covers the arena in red mist, leaving a narrow safe strip in the middle. When he points his weapon, the mist explodes into fire-stay in the strip and move with its direction to avoid instant death. This attack repeats several times, so keep your movement skill ready.

Falling Flame Seed: A fire seed falls from the sky, creating a ring. The area outside the ring explodes shortly after-stand inside the ring until the explosion passes, then reposition. This is one of his most forgiving attacks, but it's easy to panic and step into the blast zone.

Sword Slash & Flying Slam: He cleaves his sword 2-3 times while moving (Sword Combo) or flies into the air and slams the ground in a large area (Flying Slam). For the slam, watch for the glowing circle on the ground-dash out of it before impact to avoid heavy damage.

Bullet Hell: Slow-moving fire orbs spawn and shoot small projectiles in all directions periodically. Weave through the gaps between orbs; getting hit by more than one is often fatal, even with high EHP.

Phase 2 (Below 50% Health): The Real Challenge

At 50% health, Uber Arbiter becomes immune, teleports to the arena center, and swaps his scepter for a sword-his attacks become faster, deadlier, and more complex. He retains Phase 1 attacks but adds new ones that demand perfect timing.
