從健康與法規角度來看，不建議在任何室內空間使用電子菸。雖然電子霧化煙不像傳統香菸會產生明顯焦油味，但其釋放的氣溶膠仍含有尼古丁及多種有害物質，容易在室內累積，影響空氣品質與他人健康。因此，即使是在自己房間，也不代表完全沒有風險。

在台灣現行法規下，電子菸被列為類菸品，受到嚴格管制。無論是電子菸小煙、煙油，還是霧化器電子菸等設備，都被禁止製造、輸入、販售與使用。也就是說，不僅公共場所不能使用，在多數室內環境中使用同樣可能觸法，違規者甚至可能面臨罰鍰。

從健康角度來看，霧化電子菸產生的氣溶膠中，可能含有細懸浮微粒（PM2.5）、重金屬與揮發性有機物。這些物質不僅影響使用者，也會對室內其他人造成二手暴露風險。即使氣味較淡，也不代表無害，長時間累積仍可能對呼吸道與心血管系統造成影響。
