Fury per second remains valuable, although players should avoid building every choice around it. Too much passive Fury gain can trigger the full-meter state while moving between targets, wasting part of the window before combat begins. Boss Fights Require Patience Rather Than Constant Procs

Single-target encounters expose the boots' limits, but they do not make the item weak. The timing simply changes.
